A BILL to amend article ten, chapter fifteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section five, relating to requiring state and local law-enforcement agencies and officers to notify the federal bureau of investigation when investigating a kidnapping.

Be it enacted by the Legislature of West Virginia:
That article ten, chapter fifteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section five, to read as follows:
ARTICLE 10. COOPERATION BETWEEN LAW-ENFORCEMENT AGENCIES.
§15-10-5. Requirement to notify the federal bureau of investigation of kidnapping investigations.

Notwithstanding any provision of this code to the contrary, whenever a law-enforcement agency or law-enforcement officer in this state investigates an offense believed to constitute the crime of kidnapping, the agency or officer shall forthwith report said kidnapping to the federal bureau of investigation in order to procure that agency's assistance.
